A quick test shows you are right. You must define the windows as SYSTEM in order to get scrollbars. But I'm sure you can either modify this window afterwards, or just hide the title bar and the border in a second window. So that only the edit area and the scrollbars are visible.

And as George said, the _Ed functions in FoxTools.FLL provide many possibilities to manipulate such an edit window.
