And then blow up the Brecksville Rt 82 bridge ( about a half mile from my house ) I used to know some people who actually knew how C4 worked and could do some impressive things with shaped charges and they would have needed some serious time and a lot of plastique to rattle that bridge. ( and that bridge is about 15 miles from downtown and closest thing to the banking system is a couple of little branches in my town of 10,000 people.)

Nah, all they would need to do would be to make a loud bang, and shake off some old dust, preferably during rush hour when lots of people would see it. Calls flood in to 911, cops and emergency services close the bridge until an inspection team can be assembled to assess and re-certify it. I can imagine that taking the better part of a week - maybe more if they managed to knock a hole in the deck.

Not as effective as knocking it down, but arguably decent payback for a small amount of explosive. Uses bureaucracy and regs against itself.
