I think Mike Lewis had simillar solution on his website since long time ago. If I remember correctly there were some caveats to the whole approach but can sure serve purpose in some situations.

I liked scrollable container by Carlos Alloatti (from VFPx) but is bundled with all bunch of other stuff :-/
It would be nice if it was possible to be used separately without the rest of the package (ctl32 this, that and another thing... )

Wander what would take (if anybody managed) to isolate/use only scrollable container functionality from that bunch.
