We try harder?

Don't know much about teen pregnancy rates but I do know political demagoguery has traditionally excoriated anyone within minority communities who has had the temerity to suggest that "fatherless families" are not a good strategy for upward mobility as "blaming the victim"

The Moynihan Report of 1965 was followed by years of social programs that certainly made the situation far worse than what even he predicted

Should also be noted that despite poverty levels, horrendous racial inequality and other pathologies the Black community in the US had teen pregnancy and out of wedlock birthrates in the 40s and 50 quite comparable to any other population subgroup.
