Have you considered using Inno Setup? It's free (well, shareware), way faster for both build and install than ISX, way easier to use, and doesn't suffer from the weird problems that ISX does. I switched about 10 years ago after being frustrated with the inability to solve problems like this in ISX. A lot of VFP developers have switched as well. It doesn't take long: it took me less than an afternoon to learn Inno and change all of my installations to use it.
