I'm not sure what a "Software IP description" is, but software IP generally covers copyrights and software patents. I assume it means what is developed by the company as opposed to what you purchase, and how ownership of inhouse software is handled. For example, in the US, a work for hire is owned by the developer until he assigns rights at the end of the project. But if developed by an employee, it's owned by the company from day one.

It might also include things like using company computers and software for personal work and moonlighting. Typically a company says, "if you do something with our hardware/software or on company time, it belongs to us"
