Windows 7 by itself classifies, and restricts, network connections in categories such as Work, Home, Public etc.

Some antivirus suites include a firewall that replaces Windows Firewall. Some of those replacement firewalls similarly classify network connection types, and lock down access even more stringently. I've seen AV packages misclassify network connections, so they get locked down too hard.

As a test, you can temporarily disable any third-party firewall.

If you want to permanently fix this problem, don't use wireless at home at all. Run a cable, and savour the speed and reliability.
