Based on what I've read, "F&F" was supposed to be a 'track and intercept' at the dispersal point. They lost track of them.

The DoJ has repeatedly asserted that the White House and President Obama had no involvement or knowledge of the gun-running operation yet the President has now claimed executive privilege. Those last two points are mutually exclusive.
