Traffic lights, at least here in NA are almost universally run with PLCs. I'd be kinda surprised if they used 286s, they certainly don't need it and I don't think that chip family is well-suited for analog or digital I/O.
I just did some light spelunking on the Allen-Bradley site, it's not obvious what their low-end PLCs use for a processor.
