I think there's a misperception of how health care works in Canada. The government doesn't run it. It's run by health care providers (doctors, hospital administrators, etc.), very much like it is in the US (except hospitals are non-profit). However, services are paid for by the government. Yes, there's a layer of bureaucracy in the Dept. of Health (in each province plus federal), but it's small compared to the number of health care providers.
