Grady, it was being blocked ferociously three years ago. If Obama and the Democratic Congress could have just dropped it in three years ago they would have. Have you forgotten what a battle it was? Filibusters and delay, delay, delay. In our system it's not hard for a slight minority to tie up legislation. This may have been the ultimate example.
