I know where you're going with this, but think about it this way. You have an iPhone and launch an App. Does it still look like iOS? Somewhat, yes, but there are still major differences. Launch an app on Windows Phone and it still has some Metro features, but doesn't look exactly like the actual OS. Now think about Windows. Launching an app looks the same as it does on WinPhone. The app may or may not have similar features..that's because Win8 still runs older, desktop apps. They can't be expected to have the Metro look and feel.
