Seems like a fairly straightforward conclusion. A different approach is needed - more parental involvement, less "mainstreaming" of youth who learn differently, school choice, streamlined disciplinary methods, more education and less nonsense in the classroom. There are lots of good ideas and its time to consider them.
Our local high schools have recently implemented bowling and bass fishing as varsity sports. I kid you not. That's my money being used and I don't appreciate it. Nor do the teachers.
