I don't think claiming expense is a viable roadblock to obtaining an ID.

A couple minutes to fill out the form
A $13.50 fee.
Schedule DMV appt so you don't waste time in the office.
Hand over form & fee, show SS card, quick photo, in & out during lunch hour so no missed work.

I've railed on the inefficient life-sucking vortex that is the DMV because of the one time I didn't make an appt and was stuck there for 3 hours waiting to file a simple change of ownership. Never again have I gone without an appointment and never has it ever taken more than a few minutes to conduct my business.
