I guess your setup needs to run as admin. You can't write to registry (at least some areas - beyond HKCU) otherwise. Not sure where you are writing - I know I couldn't get a COM server registered until I ran as admin, and in the error log I found it was because I wasn't allowed to write into registry on W7.
