There is that school of thought (which came into its own during VietNam, iirc) that you can bomb your opposition into submission. That worked so well in getting the North Vietnamese to the peace talks table, didn't it?

Please note that I don't agree with that school of thought. I'm more in the "Build a big wall around half the area and let the people what want to fight fight it out - leave the rest of the area for the people who don't so they can go on with their lives." school.
