Except it didn't, not in 1999. The only pair of NATO boots on the ground was that pilot, and the other one who crashed in Bosnia but ejected over Serbia, and was rescued by a few more pairs of boots wearing a chopper. All together, one guest for a couple of weeks, and a few more for a couple of hours.

More boots on the ground would have been a PR disaster for NATO and were avoided at all costs. Such a disaster did happen four years later, but by then they have prepared a PR strategy (like never showing coffins unloaded from planes on TV etc).
