In Bosnia, everybody was retaliating against everybody else, for whatever they did to each other during WWII (and possibly then it was for WWI, and then for...). So the operation was mutual, everybody wanted to have a clean state (starting with muslims, who declared their intentions to create a islamic state in Izetbegović's book few years in advance - and then this guy was their president)(actually, chronologically, it was Croatia who started that).

In case of Kosovo and Metohija, paradoxically, until the bombing started, it was all purely police action against Kosovar secret armies (who'd usually bunker up in one of their houses with 3m tall yard walls, using their own families first as shield, then as media fodder when they were all dead). Once the bombing started, Sloba sensed that he's got a free hand now - they're doing what they wanted from the start, and so can I. Paramilitaries were unleashed, police restraint was revoked, and it began. Then that was used for even more media hype, the Albanians started moving in large numbers to Albania, under the wake eye of CNN et al, few hundred thousand moved (and weren't shot at by police nor army, but by USAF, probably the same kind of accident as when the chinese embassy was bombed).

Though Sloba didn't have enough people to do what he's been accused of, and the numbers like 100 thousand dead eventually dwindled to about one or two thousand. I strongly believe the world would have been flooded with pictures of mass graves if they were found. I'm not saying Sloba is clean in any way, there's a documented case of a freezer truck with dead bodies being dumped 500km north (and the driver was disgusted with his task that he ran the truck into the river and made himself scarce, instead of unloading at wherever his destination was), nor is so the other side (there's an ongoing investigation, dragged indefinitely, to investigate the organ trafficking - where the unwilling donors were the remaining Serbs in the new allegedly independent republic).

But that's not the matter. Your question is as loaded as in "did you stop beating your wife". Anyway, the answer is "yes, both passively and to some extent actively".
