We use the OTA standard interfaces to websites such as Booking.Com to retreive hotel reservations and update availability.

The OTA standard states that messages are in UTF-8, but the longer we use it we notice that we get Scandinavian non standard characters and now Chinese characters (names).

My understanding is that Chinese characters are not supported in UTF-8 so that seems to be my first issue, but my actual questions are;
1. Is there someway to identify these double byte characters in a string?
2. having identifed them is there anyway to translate them into the latin form of the names?

I would guess that I might also receive Cyrillic script so any help there would also be great.
