I have to draw up a development plan and get costings to outsource a tablet app.

I have been a developer for 15+ years but never tablet or Android, the app is database driven and We have a rough plan for the UI but no clear if we deliver it in C# & Mono or something else.

Any ideas on where to look, what details I need to ensure I cover from an Android point of view and good places to post the plan to get quotations?
