When I build the exe and deploy it to clients it displays correctly with Monday as the first column. But it still shows as the second column on my development PC when I run the compiled exe. All PCs (my development and clients) are running XP.

This ActiveX respects your regional settings as set in the control panel. Just for kicks, try setting your location to somewhere this side of the Channel.
