pretty sure you have different perecntages of handgun vs. rifle vs. half-mandatory military rifle ;-)
Also having the miltary guns in regularly controlled weapon boxes is a tad different from the US culture, I presume

While Killing sprees like Aurora and Norway are not handgun only, I guess those are used often in "usual" crime as well
as chance or impluse crime. I am also with Marcia that disarming would mostly unarm the wrong people.
My idea would be not to disallow arms, but disallow wearing hidden: if you want to go armed,
buy a holster like uniformed police, wear openly and bad luck if it does not fit the 3-piece suit or dress of the day
- and crack down hard to make that rule stick. You keep your rights, control is made more possible, less surprises.
