Make sure your COM server is registered before you import it...
THere are also security issues - if you're running under UAC you won't be a true Admin account and so you can't register the COM component or register it in COM+. Make sure you run regsvr32 on the DLL first and see if that works. Once it's registered then run Component Services and Import. You may have to run with RunAs Administrator both for the command prompt for regsvr32 and Component Services if you're running under UAC.
