1) This app is running in a computer lab with 19 stations and this behavior has been seen on subsets of the workstations, but never the same ones and never the same number of them. Yesterday it was 4 out of 14. On other days it's been 3 of 19 or 6 of 19. I know, crazy making.

3) The form that SHOULD be on top is Modal, the 'parent' is not. That is, at least, consistant with all - I'll attack from that angle and see where it takes me.
