A framework is a foundation that you can build your application on. For example, on a standard data entry form, there will be functionality that is common to all data entry forms: Add/Save/Delete, etc. You can build generic functionality to handle 90% of the cases, then subclass the form and make the 10% of the changes where needed. This generic dataentry form class is just part of a foundation.
