(1) I think you are looking in the wrong place - think the on line users' dashboard ( which I don't use ) is to see whether the users ( that you have checked to 'monitor') are on line



(2) icon of online users ( left to the time) - independent of monitoring - attached
If you click on it - you'll see all the on line users in message area (lower part)

(3) if you do not have that icon

to set/clear the option, go to
SetUp /subscription/update your account and scroll down - see image of yesterday


Update - there's also an option to whether or not display the time
