Start->Microsoft SQL Server 2012->Configuration tools->SQL Server Configuration Manager
Right Clcik on SQL Server service and select Properties. That go to FILESTREAM page.

Yes, you could backup w/o Filestreaming.
FileStreaming is needed when you have to store a large binary files in your database.
SQL Server just keeps then separate from DB.
