Marcia, I have no desire to bat this back and forth but I know you know that is misleading. With our system you can obstruct very effectively from a minority position, as we saw. Delays, legal challenges, and filibusters are only some of the tools at the minority's disposal. Please note that I am not saying that in a partisan way. The Democrats have done exactly the same things when they have been in the minority.
