There is actually no reason they couldn't put the self-service stations outside. They would have to work out a way to route shipments inside the building but other than that it's just an ATM. If their funding doesn't get slashed any further I expect this will happen in the near future.

My favorite example of the unexpected benefits of technology is ATM machines. Originally they were just what the name says, automated teller machines. An alternative to waiting in line for a teller in the bank lobby. They were available only in bank lobbies during banking hours. The true breakthrough -- any time, anywhere -- happened afterward.

I will get season 4 off to you when I am done watching it. Which may not be for a while since I am taking a hiatus. Life exists beyond the West Wing ;-) The most proximate reason is gnawing on the back of my desk chair as I type.
