This is actually part of an idea that some on the right are trying to promote, that there are "forcible" rapes and another kind that are less legitimate. AIUI, the idea is that any women who gets pregnant and doesn't want to me might claim rape to legitimize abortion. So the people promoting this idea want to distinguish between the "real" rapes and the rest. Apparently, they don't believe that no means no.

This is essentially what Todd Akin was saying, and despite his apologies for "misspeaking," there's no evidence that he doesn't really think this. He was co-sponsor with Paul Ryan on a bill that specifically inserted the word "forcible" before "rape" in the language regarding what abortions can be paid with federal funds.
