And the lower class would finally pay SOMETHING....instead of getting a refund on zero tax paid.

Plus, most flat tax proponents are not saying "one" flat amount....one rate up to a certain point, and a higher rate for higher incomes. No exemptions for social policy-making.

It's how nearly every locality in the country is run and it works well.
