As long as the government does as much as it does, and people want govenment's "help", term limits don't help, they probably would hurt. Rookie congresspersons can't know all about the thousands of things being considered -- they don't have the experience. Since they can't learn enough, they rely on bureaucrats and other experts (lobbists).
In OOP, we talk all the time about messaging. When you vote for someone who can't win, you are messaging our civilization as to what you really want. That gives feedback to the system. (Not that I have much hope for it.)
