But you might change the rules that makes lobbyism effort reduce tax burden...
Also, if bribing can be grounds for penalties, why not paying lobbyist ?
OTOH I would like to have checks and balances between the head count and the purse count -
so as to not vote panem and circenses, but also steer away from total revolt against established wealth.
