They can go to http://speedtest.net/ to find out how fast their internet connection is.

Here are some other ideas:
When you bring up the remote desktop connection thing (where you click "connect") - there is another button for options. If you click on that, then go to the "experience" tab, there are some options in there that help you deal with performance issues (like the ability to turn of themes and window animations). Playing around with these might help get you better performance.

As for the RAM question - I would log into the server, bring up the task manager, and see how much RAM you're using vs what you have left when the user(s) are logged in - that should help you determine if you need more RAM or have some other issue.
