I personally spend about 1-2 hours a day, as Jim mentioned, reading, newsgroups etc.
However, one thing Jim didn't mention in addition to all that he said was that, the investment in expanding your knowledge is paid back many fold in the time that you spend.
You say you spend all your time Designing, Codeing, etc... well, what if all that work you had done, someone already did. Well, if you don't know that, you can't take advantage of it.
Do you, before you tackle a problem of issue, spend some time researching how others have solved the problem in the past?
There is a quote someone once said, I don't remember who it was, or exactally the quote, so I am paraphrasing when I say it:
An average man learns from his own mistakes, an ABOVE average man, learns also from the mistakes of others.
