If you look at history, John is probably quite correct.
Also there were events where those blackmailing now where the biz partners of some of the higher ups...
And allowing yourself to be blackmailed is the last step before loosing your head: the idea is to avoid such a scenario.
Migth involve money from the state, but invested a) into infrastructure b) paying people only for work.

Looking at early roman history and the places it went other paths as early grrek polis shows similarities.
