I thought I was losing my mind... wait.... I am, but not concerning this issue!

Maybe the first service pack will correct it, but if it doesn't, I guess the only work around will be to NOT set the Always On Top property to true if you plan on using tooltips with a form that is also the Top Level Form. I assume the basis of this problem can (or will) cause similar problems, but I haven't had the time to really sit down and go through it all.
