I have received a legitimate email from Microsoft on the same topic. There are hack attempts using the same information coming out of China, but that's easy to spot if you do a "view source" on the email. If the email has come to a hotmail address from servicenotification@email.microsoft.com via smtpi.msn.com with an X-SID-Result=PASS then either it is legitimate or MS is so incompetent as not to recognize spam purporting to be from itself.

The other issue is that if all of the links are to official MS locations, there's no vehicle or purpose for a hacker here.
