Both Communism and Socialism stipulate that workers own the means of production. While it's true that attempts to achieve this seem to degenerate into command economies heading in the opposite direction, you can't link them because there are also determinedly Capitalist command economies. We've seen the 99% revolting in more than one such Capitalist command economy in 2012. I believe that Dragan is highlighting the tendency to merge such terms to make it easier to demonize.
