I see it being very useful for the overworked corporate IT department. Just get out something quickly that will meet some minimal needs of the [insert department here] department.

It's not powerful enough for real developers but too complex, as Craig says, to be an end user tool. (Remember the Rocky and Bullwinkle cartoon show? "Again?! That trick never works!")
