In this test1 report I've tried rotating a label but no joy, the properties section of the label says 90 degeres but the text is exactly where it was on the screen. I didn't find the set reportbeh 90 option on the advanced tab.

You won't see the rotation in the Designer. Try previewing to see whether it works.
