Server 2008 R2 is the same code base as Windows 7. Anything that runs on Win7 will run on Server 2008 R2.
VFP9 would be preferable to VFP7 but you might have to make some changes to your programs.
If you're talking about running a VFP app directly on the server, you'd need to specify a full instance of the server, not a Server Core (no graphical UI) instance.
Most Server 2008 installs are 64-bit, and cannot run 16-bit apps such as FPD2.6. With a physical (non-cloud) server instance you could potentially set up a virtual machine, and install a 32-bit Windows OS on that VM to run your 16-bit apps. Cloud providers may not offer that option with their virtual servers.
