Bad coding. First, there's no check if valid date has been passed. Second, why use macro substitution where it is not necessary?
ldStart = EVAL("{^"+STREXTRACT(FilterXML,"<StartDate>","</StartDate>")+"}")
IF EMPTY(ldStart)
   ... Invalid date has been passed
ENDIF
