Real programmers do HTML in notepad.exe :). Which is pretty much the same as if you edit it in Fox's editor. You have to match tags with your precise eyeball technique :).

Since the overall structure of XML matches that of HTML, you can use Foxe - from www.firstobject.com - which is a nice little free XML editor.
