There are wind farms in Patagonia... let me google... yes, the bottom half of the wind farms listed here are in Patagonia (except the last one that I am not sure where it is) also there is good info in that website, there is also a link to a wind map of Argentina that looks interesting, but it does not work :(

I am quite sure that when I grew up Rio Gallegos was not in the national electricity grid, and according to this website they still are not.
