XAML was originally developed by the developer division, but it's since been folded into Windows. It's available in "Metro" in Win8 from WinJs, C#, VB, and even C++. You can do directly with XAML.
You can also do WPF apps entirely in code with no XAML, but I don't know anyone that does it that way.
