It sounds like the mreport memo field contains the pa_rptaccs array, which is stored in binary format. However, when you change the OS to Thai, it's doing a different code page translation on the binary values, resulting in an invalid array. Be sure to use NOCPTRANS when creating the table so no code page translation is done on that field.
