the question targets whether security issue is blocking PC2 from loading the stuff from PC1,
which would happen via RUN when analyzing machine usage.

If our embolded sentence is meant to be interpreted as: while I am working on PC2,
I want to load the Exe on PC1-disc in PC1 memory space, this could be done via DCOM,
a service on PC1 or perhaps other tricks.

But Occams razor hints that you really want to run the
\\192.168.0.1\D\ACCOUNTS\TEST.EXE in PC2 memory, but even that could be stopped by security
if the exe needs access to data folders, which are not included in the shared foldr rights,
a specific directory/path unavailable to PC2 or the registry of PC1.
