Given that exp_1 and ass_sclass represent the fields on which to join, you could try this statement:
select distinct NVL(Customer.exp_1, TP.exp_1), ;
NVL(Customer.ass_sclass, TP.ass_sclass), ;
Customer.cnt, TP.cnt ;
from customer full outer join TP ;
on customer.exp_1 = TP.exp_1 ;
and customer.ass_sclass = TP.ass_sclass ;
into table category
