In either sides, there are advantages and disadvantages. If it is a community vote, some potential recipients are and could be left out. If it is an administrative decision, the decision may or may not be suitable for some people. Maybe a community vote plus the ability for the administrative individuals to add other recipients could be considered. I have done some of that here with the annual recognition of individuals who provided great contribution over the year but did not make it into the votes. Maybe Doug could consider something like that if that is not already in place.
